In the context of supporting the education sector in Jordan, grants are allocated to civil society organizations through the Education Out Loud fund, under the advocacy and social accountability component, funded by the Global Partnership for Education and managed by Oxfam Denmark.
This fund aims to support civil society to become an active and influential actor in shaping education policies, ensuring that they respond to community needs, particularly those of the most marginalized groups.
Through Education Out Loud, civil society initiatives are funded to enhance community participation, transparency, and accountability in the education sector. The fund focuses on empowering local, regional, and international organizations to:
- Monitor education policies and budgets.
- Participate effectively in education policy dialogues and decision-making.
- Influence education decisions to become more inclusive and equitable.
Education Out Loud contributes to ensuring that the voices of communities, especially marginalized groups such as children with disabilities, girls, and refugees, are taken into consideration when education policies are developed and implemented.
The fund is considered one of the Global Partnership for Education’s key mechanisms for promoting transparency and good governance in education. It works in cooperation with local and international partners to achieve sustainable change in education systems around the world.
Within this framework, and in coordination with the Global Partnership for Education and Oxfam Denmark, the project “Voices for Inclusive Education” was developed to strengthen civil society participation in planning and monitoring inclusive and gender-responsive education policies in Jordan over a period of 18 months, from September 2025 to June 2027.
Main Objective of the Project:
To strengthen the participation of civil society organizations, represented by the Jordan Network for Education for All, in planning and monitoring inclusive and gender-responsive education policies in Jordan.
Specific Objectives:
- Strengthen the institutional and technical capacities of civil society organizations from all governorates, represented by the Jordan Network for Education for All, to advocate for inclusive and gender-responsive education policies.
Activities under this objective include:
- Holding a strategic planning workshop for 2026–2028 and developing an action plan for the network to prepare the Jordan Network for Education for All Strategic Plan 2026–2030.
- Conducting a needs assessment of the knowledge, capacities, and skills of network member organizations to identify their training needs in areas such as SDG 4, gender and inclusion issues in education policies, advocacy, and social accountability.
- Conducting an institutional capacity assessment of the network to review its strategy, operating procedures, and governance mechanisms, and to update and approve the internal bylaws and governance system by the General Assembly.
- Building the capacities and knowledge of network members through training workshops on:
- Budget analysis, particularly the education budget.
- Evidence-based advocacy, including writing policy papers.
- Multi-stakeholder policy dialogue.
- Engaging in the development process of the Ministry of Education Strategy 2026–2030.
- Membership in the Education Sector Working Group in Jordan.
- Holding two General Assembly meetings for the Jordan Network for Education for All for the years 2025 and 2026.
- Strengthen cooperation among civil society organizations, government institutions, and regional and international stakeholders to support the planning and monitoring of inclusive education policies.
Activities under this objective include:
- Engaging in the development process of the Ministry of Education Strategy 2026–2030.
- Membership in the Education Sector Working Group in Jordan.
- Preparing the Spotlight Report on progress made in implementing SDG 4 in Jordan for the period 2023–2025.
- Developing a policy brief based on the report and its recommendations, and disseminating it through a media advocacy plan.
- Engaging in the 2026 Global Action Week for Education activities on education financing, from 20–25 April 2026.
- Issuing a network statement.
- Issuing a youth statement.
- Holding the launch conference for the Global Action Week for Education activities.
- Implementing a social media advocacy campaign.
- Participating in regional and international learning and networking conferences with the donor.
- Participating in regional learning and networking conferences with the Arab Campaign for Education.
- Strengthening cooperation around inclusive education, in light of government commitments and the Education Strategic Plan.
- Engaging in the 2027 Global Action Week for Education activities.
- Improve the participation of local communities in local advocacy campaigns supporting inclusive and gender-sensitive education policies.
Activities under this objective include:
- Holding five local policy dialogue sessions to collect data and information for the development of policy papers.
- Developing four policy papers, including one paper on education financing.
- Preparing and submitting the Universal Periodic Review mid-term report to ensure follow-up on the recommendations submitted in 2024.
- Organizing a roundtable session in conjunction with the 2027 Global Action Week for Education to launch the recommendations of the Universal Periodic Review and strengthen cooperation around inclusive education, in light of government commitments and the Education Sector Plan.
